Peer Review Policy

Double-Blind Peer Review Policy

All research manuscripts submitted to the international scientific journal "Til zhane kogam" undergo a rigorous double-blind peer review process. Reviewers do not know the identity of the authors, and authors do not know the identity of the reviewers.

1. Peer Review Stages and Timelines

  1. Initial Desk Review: The Managing Editor checks scope alignment, word count (2,500–3,500 words), IMRAD structure, and licensed anti-plagiarism screening. Duration: 3–5 working days.
  2. Expert Review: Eligible manuscripts are assigned to at least two independent reviewers holding a doctoral degree (PhD, Sc.D.) in the relevant discipline. Duration: 2–4 weeks.
  3. Editorial Decision: The Editor-in-Chief and Editorial Board make the final decision based on reviewer evaluations.

2. Evaluation Criteria

Reviewers assess submissions against established international academic standards:

  • Scientific novelty, problem relevance, and alignment with modern language policy frameworks;
  • Methodological rigor, clarity of arguments, and validity of empirical data;
  • Adherence to the international IMRAD structure;
  • Adequacy of scholarly citations and Romanized References;
  • Plagiarism screening results (similarity index max 25–30%, text originality at least 70–75%).

3. Review Outcomes

  • Accept Submission: Manuscript is accepted without further revisions;
  • Revisions Required: Minor revisions must be completed within 7–10 days;
  • Resubmit for Review: Major revisions required; the paper will undergo a second round of review;
  • Decline Submission: Manuscript fails to meet academic standards or violates ethical codes.

4. Appeals Procedure

Authors who contest an editorial rejection may submit a reasoned formal appeal to the Editor-in-Chief (info@tilqazyna.kz). Valid appeals are reassessed by an independent third expert.
